Trainings

Trainings on Khuntkatti system was held in 38 villages covering 10 panchayats in the blocks of Arki, Murhu and Khunti in Ranchi district in the months of May and June 2006. The subject covered were concept of khuntkattidar; transfer and sale of land; special provisions for Khuntkattidars; rights of Khuntkatti villages over land and forest.
Four Block Level Workshops were conducted at Arki, Khunti and Murhu with the following objectives: to identify problems related to Khuntkatti rights of the Munda and to identify solutions and work out a strategy for strengthening the Khuntkatti System. 268 participants from 34 villages participated in the workshops. General problems such as lack of awareness on CNT act were identified.

 
Submitted

Memorandum on the Gram Sabha issue was submitted at the office of SDO, Khunti; BDO at Khunti, Arki and Murhu; Department of Panchayati Raj; DC of Ranchi, the Chief Minister and the Governor of the state.

The workshops conducted in the Khunti region were supported by the local organizations that have similar objectives and concern for the tribes:
Khuntkatti Raksha Manch; Adivasi Bho-Raksha Samiti; Adivasi Swa-sasan Ubar Samiti; Munda Disum Mahasabha and Jungle Bachao Andolan

  • Block level Workshops on CNT act at Tubil village on 22nd July
  • Training on Lac Cultivation at Parasu village for 7 villages
  • Formation of a Munda Forum involving blocks of Murhu, Khunti and Arki.
  • SHG record keeping trainings on 22nd and 23rd July at Arki.

Significant event
Selection of AID as partner NGO by the Welfare Department of the Government of Jharkhand for Lac development Project covering 250 beneficiaries for Arki Block.

 
Workshops

Workshop on restoration of Khuntkatti system

Venue-Training cum Exhibition centre, AID, Arki on 3rd April 2006
The workshop helped in bringing together all the grass roots elders and activists under a common platform. It chalked out a concrete action plan to strengthen the system for restoration of Khuntkatti rights among the Munda tribes.
Village level problems such as irregular payment of lagan; lack of interest among the youth regarding the khuntkatti system; weak gram sabha; friction between the village community; no lagan receipt by the revenue department; lack of conceptual clarity among the community; non- recognisation of village Munda by the government were highlighted.

 

Consultation meeting on tribal governance

Key decisions/issues raised during the meeting:

  • Leadership qualities need to be developed among the tribal who are unable so far to raise their issues outside their region.

A Munda convention was held on 8th June 2006 with the prime aim to strategize on how to fight the recent gross infringements of their rights by the Jharkhand government. The Jharkhand government had recently issued a circular asking the local administration to conduct elections to all Gram Sabhas and mandating that the secretary of the same would be a government functionary. AID workers in the Arki and Khunti area facilitated active debates at the Gram Sabhas and with the Munda intellectuals on this issue. The majority of the village communities were decisive in condemning the government move as another attempt to dilute the powers of the local elected representatives and further strengthen the administration’s hold over decision making and usage of village development funds.
Despite the rainy weather and problems of transport and communication, the convention was attended by more than 100 Mundas from 67 villages spread over.

A Munda convention was held on 8th June 2006 at Arki with the prime aim to strategize on how to fight the recent gross infringements of their rights by the Jharkhand government. The Jharkhand government had recently issued a circular asking the local administration to conduct elections to all Gram Sabhas and mandating that the secretary of the same would be a government functionary. AID workers in the Arki and Khunti area facilitated active debates at the Gram Sabhas and with the Munda intellectuals on this issue. The majority of the village communities were decisive in condemning the government move as another attempt to dilute the powers of the local elected representatives and further strengthen the administration’s hold over decision making and usage of village development funds.
Despite the rainy weather and problems of transport and communication, the convention was attended by more than 100 Mundas from 67 villages spread over the Arki, Khunti and Murhu blocks of Ranchi district who placed their views before the gathering. “What conspiracy is this”, voiced the Mundas, “to include a government representative in the Gram Sabha and that to the lowest grade of government workers”.
The convention concluded with the urgent need for the formation of Central Committee of Mundas. This speaks of the growing leadership within the Munda community.
